How to Unlock Leroy: High Noon
Complete the Prerequisite Quest
Unlock Leroy: High Noon by completing the previous sub-quest Leroy: Under Guard!

Go Near Benoit's House
Following the events from the Under Guard quest, go near Benoit's house to investigate. There you'll see Pip the newsboy who's calling for Mr. Leroy outside his house.
Investigate Near Benoit's House
After getting the copy of Steambird, investigate near Benoit's house quietly so as to not alert Athos and Morticia.
To investigate, head to the back of the house, just past Nana's location, and investigate the Strange Boxes where you'll obtain a receipt from Bracari's General Store. Then, investigate the Strange Traces just beside the boxes.
Go to Fleuve Cendre
Go to Fleuve Cendre after concluding where the boxes and traces have originated from. Then, talk to Snodgrass to know more about Benoit when he's still a resident of Fleuve Cendre.
Leave the Fleuve Cendre
After hearing Snodgrass' story, leave the Fleuve Cendre. As you walk back towards the surface, you will Athos who then reveals himself to be tailing you. Give him the Steambird copies from Pip after talking to him.
